As of August 1, 2025, the CEE IND UT 121 form, which financed insulation of singular points in industry, has been abolished. This decision has a direct impact on industrial companies that used this aid to improve their energy efficiency. Despite the end of this subsidy, ELIT continues to support manufacturers with high-performance thermal insulation solutions adapted to the new energy challenges.
IND UT 121 - The EEC form that disappears in August 2025
The IND UT 121 form was one of the most widely used standardized operations in industry. It enabled companies to benefit from a CEE premium to partially financeinsulation workon singular points such as valves, flanges and other difficult-to-insulate elements in industrial networks.
What was the purpose of the IND UT 121 sheet?
The aim of ind-ut-121 was to encourage the installation of industrial insulation blankets on singular points, in order to reduce energy losses and improve plant safety. Thanks to this assistance, many industrial sites have been able to optimize their energy efficiency while reducing their operating costs.
Why has IND UT 121 been deleted?
The deletion of IND UT 121 is part of the reform of the Energy Savings Certificates (CEE) scheme. The government has chosen to refocus aid on operations with a return on investment (ROI) of more than three years.
Singular points, already widely dealt with in industrial installations, no longer meet this criterion, hence their exclusion from the aid program.
What are the implications for manufacturers?
The deletion of IND UT 121 has several direct impacts on manufacturers who were carrying out insulation work on their networks.
- The end of an important financial lever: CEE premiums significantly reduced project costs. Without this aid, companies have to assume the entire investment.
- Longer return on investment (ROI): the energy savings are still there, but the absence of subsidies means the work takes longer to pay off.
- The need to adopt higher-performance materials: to compensate for the absence of aid, manufacturers have an interest in favoring insulating solutions that guarantee high thermal performance and increased durability.
Good to know: despite the disappearance of this sheet, insulation of singular points remains a profitable investment in the medium term, especially when customized industrial insulation blankets are used.

What are the alternatives after the end of CEE premiums?
The abolition of IND UT 121 does not mean the end of all aid for thermal insulation. Certain solutions are still possible to optimize your industrial installations.
Other sheets still in force (heating networks, specific equipment)
Although several files have been removed, some operations remain eligible:
- Insulation of heating networks using specific devices,
- Energy efficiency work on targeted industrial equipment,
- Some CEE programs are still active for projects with a payback period of over 3 years.
However, these schemes are often less advantageous than those of IND UT 121, and access to them requires rigorous technical support.
ELIT solutions after aid cuts
At ELIT, we continue to offer high-performance industrial insulation blankets, tailor-made for each installation.
Our advantages :
- In-house manufacturing and complete control of the production chain,
- Materials for high-temperature environments,

What about the other cards to be deleted on August 1, 2025?
The IND UT 121 form is not the only one affected by the 71ᵉ CEE decree. Ten standardized operations have been withdrawn from the scheme, affecting several industrial, tertiary and residential sectors.
List of cards deleted in August 2025 :
| Reference | Title |
| IND-UT-117 | Heat recovery system on a refrigeration unit |
| IND-UT-121 | Insulating singular points of an industrial network |
| IND-UT-136 | Motor-controlled systems |
| IND-BA-112 | Heat recovery system on a cooling tower |
| BAT-EQ-133 | Hydro-economy systems (mainland France) |
| BAT-TH-104 | Thermostatic valve |
| BAT-TH-146 | Insulating a hydraulic heating or hot water system |
| BAT-TH-155 | Insulating singular points of a network |
| RES-CH-107 | Insulating singular points on a heating network |
| BAR-TH-160 | Insulating a hydraulic heating or hot water system |
These cuts reflect the government's desire to refocus aid on operations deemed to offer a real incentive.
